For the school next week, the answers that the workers in the sector have been waiting for for a long time can be found: next Wednesday, a double meeting between the administration and the unions on very “hot” topics is on the agenda.

At 9 am the permanent table for the “Economic, Social and Territorial Partnership” will be convened, at which the Minister of Education Patrizio Bianchi will be briefed on the measures of the National Recovery and Resilience Plan envisaged for the sector itself. ; the Minister explains to the unions the state of implementation of the measures.

Also on Wednesday, the 6th, at 4.30pm, the meeting in Aran will continue the negotiations for the contractual renewal of the National Collective Agreement for the three-year period 2019-2021: this time, as planned d ‘last June 28, about the organization of ATA staff.

WHAT THE PNRR offers

First education and qualification

The approved conversion law defines the modalities of initial training, qualification and access to secondary education. There is a university qualification course of initial education (corresponding to at least 60 training credits), with a final examination; an annual national public competition; one year in-service trial period with final test and final evaluation. The text thus provides a precise course of initial training, selection and testing.

The qualifying course can be completed after completion, or during training, in addition to the credits required to attain a qualification. There is an internship period in the schools. The final exam contains a simulated lesson, in addition to the knowledge of the disciplinary content to test the learning ability. Universities will organize and manage training courses. The qualification allows access to competitions that take place every year, to cover free professors and to accelerate the entry into the role of those who want to teach. The winners of the competition are engaged with a probationary period of one year, which ends with an evaluation to determine the teaching skills the teacher has received. If successful, there will be entry into the role.

While waiting for the new system to become fully operational, direct access to the competition will be provided for those who have been in public school for at least 3 years. Winners must then receive 30 university credits and complete the qualification test to pass the role.

In the transition phase, those who do not already have a 3-year course behind, but want to teach, will receive the first 30 university credits, including internship time, to enter the competition. The winners then complete the other 30 credits and complete the qualifying test to pass the role. The law also provides for the revision of the current competition classes with their rationalization and consolidation.

Continuing education in the National School

The training of teachers is continuous and structured to promote the innovation of learning models, also in the light of the experiences gained during health emergencies and in line with the development goals of innovative learning provided for in Pnrr. Training on digital skills and on the critical and responsible use of digital tools will be part of the training, which is already compulsory for everyone and will take place within working hours. The decree then introduces an update and training system with a three-year plan that allows teachers to gain knowledge and skills to design teachers with innovative tools and methods. Full-time teachers and system figures dedicated to school planning will be involved. This training is voluntary for those who are already in the role today, it becomes mandatory for new employees after the contract is adjusted. It is carried out at other hours such as working hours and can be paid after a selective assessment, it is the so-called incentive training. Criteria for the incentive system and the additional number of hours spent are decided during the negotiations. The training continuities are defined by the higher education institution, which is approved by decree, and take care not only of the adoption of specific guidelines on the subject, but also of the accreditation and verification of the structures that the courses have to provide. , to guarantee the highest quality.
