Less teachers but more prepared. With tens of thousands of teachers retiring and more than a million fewer students, due to the demographic decline, over the next ten years, the Italian school prepares for profound changes. But the unions are not there when the debut is the one launched by the current government and they are ready to call the general strike of the category. According to the technical report of the conversion law of the Decree-Law of last April 30, which launches new rules for becoming a teacher and to be employed in the role, in the next decade 284 thousand schools will be teachers who leaving the chair: more than 40% of teachers and professors in service in the school year that is coming to an end.
School, strike on Friday 6 of the basic unions: “Unacceptable standards in the recruitment decree”
by Ilaria Venturi
The drawing is done according to the pension rules that are currently in force: 67/68 years or 41/42 years of service. However, if the pension reform envisaged by teachers were to intervene, this percentage could exceed 50% and the renewal of the category would be substantial. For this reason too, Mario Draghi’s government has launched a reform of the so-called initial education and recruitment, which provides for an integrated system of university education, for learning, qualification of future secondary teachers, access to the role and the service update, which is comprehensive. changes existing rules. Teach teachers to prepare for the challenges of the coming years.
But, workers’ representatives are protesting, these are issues of a contractual nature that need to be discussed with the unions. The executive, however, incorporated it into a decree-law, which, according to what emerges from political circles, is almost armored. And it will be hard to change it. Tomorrow (Monday 9 May) the general secretaries of the school unions will present their proposals to the Ministry of Labor for the pre-strike legislation. The unions are skeptical about the government’s withdrawal and will almost certainly invite schoolchildren to take to the streets.
But it is not just the consistent turnover of Italian teachers, the oldest in the world, that will open the doors to significant innovations in schools over the next ten years. Because, as the Ministry of Education, Patrizio Bianchi, said last May 4 during the hearing to the Joint Committees (Culture) of the Chamber and Senate, between two decades, Italian classes will accommodate one million and 400 thousand fewer students. A decline of the school population by 16%, which in this case too opens up for some innovations. Bianchi said that “we need to redefine the size of the institutions and play a role in increasing schooling. We need more teachers and more managers.” Institution reduction and the so-called chicken coop courses say goodbye.
But to understand the impact on the school system of one million and 400,000 fewer students, it is enough to note that with the current numbers, 63,000 classes and 110,000 places in the legal staff could disappear. For a total of € 8.4 billion “savings”. A figure in line with the redundant half-point of GDP less foreseen, between 2020 and 2030, approved by the government’s economic and financial document (Def) last March. Savings that will be difficult for any government to resist. Starting with that in office, which finances all the innovations of the course for the initial and training for the workers, which are contained in the decree-law of the Discord, with reductions of the labor force in the coming years: almost 10 thousand places. For the teaching staff charter and the fund of the educational institution, used for additional hours of service of school workers to pay for additional activities not provided for in the employment contract, but necessary for schools.
