Press release – The National Association of Collaborateurs of School Managers and System Figures wants to draw the attention of the political forces that are candidates to lead the country for the next legislature the legal and contractual situation in which several thousand women and men find themselves : these are teachers who, every school year in their community, are committed to carrying out the educational-didactic project directly alongside those in charge and in collaboration with the directors of the general and administrative services.
Despite the art. 21 Paragraph 16 of Law 59 of far 1997, of the later Presidential Decree 275/99 and of Legislative Decree 165/2001 (Article 25 Paragraph 5) and of the recent Law 107/2015 (Article 1 Paragraph 83), we are in fact victims of an indifference that kept us on the sidelines of the attention of political forces.
In the Pact for the relaunch of the Public Administrationwe appreciated the willingness to “just recognition for those who work every day with merit in the service of the state and its various structures“watch out”Improvement of specific non-managing skills with special skills and knowledge, as well as being able to take on specific organizational and professional responsibilities“: Therefore, the recognition of the additional organizational and professional functions carried out by teachers in the autonomous school.
The question of the legal and contractual recognition of the collaborators of the DS and system figures – strategic for the organizational and didactic functioning and necessary for the complexity of the autonomous school – can no longer be ignored!
For the next political elections, over 100,000 women and men from the school will join you in the debate for assess who talks concretely about the content of the school, who is paying attention
those who work every day to ensure the right to education and community services,
those who plan, program and monitor school attendance and security,
those who are the link between students, staff and managers every day,
those who never withdraw in the interest of their school community,
who live in the school and not only in the school.
Starting from the renewed recognition of the learning function, the proposals presented by Ancodis are:
a) the professional recognition of those who – in addition to teaching – collaborate with the headmaster in organizational and didactic functioning, in coordination and in didactic planning; it is necessary to proceed with the determination of the profile and professional activities, the methods of access, permanence and consistent economic treatment;
b) Diversification of the teaching career not only on the basis of exclusive involvement in the teaching activity, but also in the role of collaborator of the school director / system figure;
c) the legal recognition of a collaborator in all schools (known in the traditional nomenclature as Vice Principal or vicar) and – taking into account the complexity of the didactic and organizational functioning of the autonomous school – the completion of the teaching activity;
d) the provision of specific training (management, coordination, control, planning, security and didactic planning) as a condition for assuming positions in school governance.
Ancodis hopes that the Italian school – the life cell of the social and economic fabric of the country – will return to the center of attention of the political forces: it will be made more efficient in its actions, more in line with the training needs of the Students and the organizational needs of the staff. interested – among the desired reforms – of what concerns the expansion of the teaching profession, the right career, a new legal statute with the recognition of intermediate figures.
For Ancodis, a new model of school governance is possible: it must look to those who engage responsibly and professionally in this extraordinary, but unrecognized job, aware of the role and important function they perform for the benefit of school communities.
We are – no one will deny it! – Teachers in our school communities engaged in a “otherwise busy teaching“, Aware that without us the school could not function both on the didactic level and in that – not secondary school! – organizational.
We ask you to formally recognize the various professionals who have been formed over the years with great commitment, with energy and economic resources, including their own; we hope to be able to listen to the opinions of the merits and read clear suggestions on which to compare.
One thing is certain: we will not be distracted by simple topics that gain a lot of likes, but which have nothing to do with the quality and good functioning of our school.
