COVID-19, OVER THE EMERGENCY PHASE OVERCOME

Urgent measures to combat the spread of the COVID-19 epidemic, as a consequence of stopping the state of emergency (Decree-law)

The Council of Ministers, on a proposal from President Mario Draghi, Health Minister Roberto Speranza, Defense Minister Lorenzo Guerini and Education Minister Patrizio Bianchi, approved a decree-law that introduced urgent provisions to overcome the contrast. Spread of the COVID-19 epidemic, as a consequence of stopping the state of emergency.

The provision states:

  1. Obligation to wear masks: the obligation to wear ffp2 masks in indoor environments such as transportation and places where the shows are open to the public until April 30th. In the workplace, on the other hand, it will be sufficient to carry respirators;
  2. End of system of colored zones;
  3. Sports facilities capacities: 100% return inside and out of April 1st;
  4. Protocols and guidelines: all protocols and guidelines are adopted by order of the Minister of Health.

The Covid-19 emergency state opens on March 31st.

Access to the workplace

From 1 April onwards, it will be possible for anyone, even over 50 years of age, to enter jobs with the Green Pass Base, for which the obligation of 1 May has been abolished.

Until 31 December 2022 the vaccination obligation remains with suspension of work for health professionals and workers in hospitals and nursing homes; until the same date, the green pass remains for visitors to nursing homes, hospices and hospital departments (today 2Gplus).

School

As far as the school is concerned, the decree provides for new measures for the management of positive cases:

Kindergarten – Early childhood education services
In the presence of at least four cases among students in the same section / class group, activities continue in presence and teachers, educators and children over six years of age use the FFP2 masks for ten days from the last contact with a positive subject .
In case of symptoms and, if still symptomatic, on the fifth day after the last contact, a rapid or molecular antigen test or a self-administered antigen test should be performed. In the latter case, the negative result of the test is certified with self-certification.

Primary, secondary, upper secondary and vocational training system
In the presence of at least 4 cases of positivity in students, the activities continue in presence and for teachers and students over six years of age, the use of FFP2 masks is planned for ten days from the last contact. with a positive subject.
In case of symptoms and, if still symptomatic, on the fifth day after the last contact, a rapid or molecular antigen test or a self-administered antigen test should be performed. In the latter case, the negative result of the test is certified with self-certification.

Insulation
Pupils from the primary, secondary and secondary schools and in the vocational education system, isolated due to the covid infection, can pursue school activities in the integrated digital learning method, accompanied by a specific medical certification confirming the health conditions of the pupil. Repetition in class is subject to the only demonstration that you have performed a rapid or molecular antigen test with negative result.

Covid Personal
The emergency staff will be extended until the end of the course and in any case no later than June 15, 2022. An additional 204 million will be available for the extension, in addition to the amounts already provided.

The Council of Ministers, at the suggestion of President Mario Draghi and the Minister of Justice Marta Cartabia, approved in the preliminary investigation a legislative decree introducing amendments to the Code of Business Crisis and Insolvency, referred to in the Legislative Decree of 12 January. 2019, number 14, in the implementation of Directive (EU) 2019/1023 of the European Parliament and of the Council of 20 June 2019, concerning preventive restructuring frameworks, debt relief and disqualifications, and measures for the efficiency of restructuring, insolvency and debt relief , and Amending Directive (EU) 2017/1132 (Restructuring and Bankruptcy Directive).

Civil protection resolutions

The Council of Ministers, on a proposal from President Mario Draghi, decided:

  • the additional allocation of 12 million euros for the implementation of interventions following the events taking place on the territory of Ukraine;
  • to guarantee the additional allocation of 30 million euros for the implementation of interventions in relation to the need for the population and the Ukrainian population on national territory as a result of the severe international crisis;
  • the further allocation of 173 million euros for the continuation of the implementation of the first interventions, aimed at overcoming the dire situation arising from the extraordinary seismic events that will take place on 24 August 2016 in the territory of Abruzzo, Lazio , Marche and Umbria;
  • the extension, for twelve months, of the state of emergency already approved as a result of the meteorological events which took place on 2 and 3 October 2020 in the territories of the municipalities of Cogne, Aymavilles, Gressoney-La Trinitè, Gressoney Saint – Jean occurred, of Gaby, of Issime, of Fontainemore, of Lillianes, of Perloz, of Point-Saint Martin, of Bard, of Donnas, of Hone, of Champorcher, and of Pontboset, in the region of the Aosta Valley;
