Legislative Decree n. 36/2022, which changed the system of initial education and access to the role of teachers in high schools, also introduced a novelty regarding the merit ranking. Let’s see which one and why.

Initial training and access to the role

The new system of initial education and access to the role of teachers of the high school of the first and second school, provided for in the above-mentioned decree no. 36/2022 which amended the provisions of the Legislative Decree n. 59/2017, is divided into:

  1. a university and academic qualification course of initial education with final examinations, corresponding to not less than 60 CFU / CFA, in which theoretical and practical skills are acquired by aspiring teachers;
  2. a national public competition held on a regional or interregional basis;
  3. an annual test period in service with final testing and final evaluation.

Competition

The competition (referred to in point 2 above) is divided into:

  • written test
  • oral examination
  • Earned rank, based on the scores obtained in the written test, the oral test and the evaluation of qualifications, is announced within the limit of places (therefore the GM only includes the winners)

Earned ranking

The ranking of merits, for each class of competition in the common place, is actually not one but two:

  1. consisting of the winners of the qualifying and qualifying competitions;
  2. which consists of the winners who still qualify.

The ranking of merits referred to in point two is a consequence of the fact that applicants who have the following conditions can participate in the competition (here all requirements):

  1. Candidates with a qualification + 30 CFU / CFA from the university and academic qualification course of early education mentioned above (these are candidates who will be able to participate in the transition phase only until 31/12/2024);
  2. Applicants with a degree + three years of service (this is instead a structural measure).

We specify that they receive the qualification, during the first year of temporary employment:

  • Applicants referred to in point 1 who will receive an additional 30 CFU / CFA from the above course after passing the required final examination (consisting of a written test and a simulated lesson); qualification, they are employed for an indefinite period of time during the test period;
  • Applicants referred to in point 2 will receive only 30 CFU / CFA of the above course after passing the required final examination (consisting of a written test and a simulated lesson); have received the qualification, they are employed for an indefinite period and subjected to the test period.

Finally, we specify that the winners of the competition hold the qualification with priority over those without qualification. Furthermore, the latter is only employed when there are vacancies within the limits of the authorized annual staff. NB: decree n. 36/2022 still has to pass Parliament’s investigation to be transposed into law, so some contents of the same could be amended.
