National Network of Professional Institutions: What it is, purpose and operation

The network connects state and peer education institutes that offer vocational training courses and training institutes, accredited by the regions on the basis of significant performance levels (LEP).

Let us clarify this new reality provided by art. 7, Sections 3 and 4, of the Legislative Decree of 13 April 2017, n. 61 Lager “Revision of vocational training paths in accordance with Article 117 of the Constitution, as well as connection with vocational training and education paths, pursuant to Article l, sections 180 and 181, letter d) of the Act of 13 July 2015, n. 107“.

The draft decree defining the criteria and methods for the organization and functioning of the national network of vocational schools was recently published in the Official Journal, signed by the Ministry of Education and the Ministry of Labor on 23 December 2021.

What the network does.

With full respect for the different identities and the equal dignity of the educational and training institutes that belong to it, it is proposed to pursue the following purposes:

  • Foster innovation and a permanent connection with the world of work;
  • encourage the periodic updating of fields of study and outgoing profiles provided for in Article 3 of the above-mentioned Decree-Law no. 61/2017, to strengthen interventions to support the transition between school and work, through the dissemination and support of on-the-job learning models (WBL), created through enhanced alternation, the simulated training companies, the paths to transversal skills and orientation (subsequently PCTO) and teaching places, in the vocational training system (subsequently IP) and in the education and vocational training system (subsequently VET);
  • promote IP and VET systems, including through the expansion of the dual system, to qualify a training offer that meets the expressed needs, .s ~ a {StR, world of work and professions;

Specifically and specifically, for the pursuit of the above purposes, the network will engage with:

  • Promotion of actions for the dissemination and support of simulated training initiatives, enhanced alternation, PCTO and learning, as well as the dissemination of good practices;
  • the promotion and dissemination of valid experience and excellence involving the highly professional vertical training chain, up to ITS, implemented with the support of partnerships launched, in particular with the protagonists of the world of work;
  • Formulation of proposals for the periodic update of fields of study and exit profiles of IP courses, as well as the connection with the regions;
  • methodological and didactic innovation initiatives.

As provided for in the signed decree, the Constitution, the operation and the activities set up by the network can not impose new or greater burdens on public finances.

Relationships with other entities.

To achieve the above objectives and to strengthen the professionalizing aspects, the network cooperates with public and private entities representing the cultural, socio-economic and productive realities of the country, including through its connection with national network of employment policy services. . Consider only, for example, agreements with universities, research bodies, companies and entrepreneurial realities.

Internal structure of the network.

The network also consists of two important collegiate bodies: the National Steering and Coordination Committee an den Board of Directors.

  • The National Steering and Coordination Committee: defines, by internal regulations, the methods of operation and expression of collegial will and appoints the reference figure for the representation of the collegial body, to determine its duties and mandate, not exceeding five years; coordinates the activities of the network by formulating the programmatic indications for intervention; favors initiatives promoted by the Management Board and monitors their impact; decides on the application for membership of public and private entities.
  • The Management Board: defines, with specific regulation, the methods of operation and the expression of collegial will, as well as the operation of the network, and appoints the reference figure for the representation of the network, setting the duties, the Term of office, not exceeding five years, and guaranteeing the alternation between the respective components; manages the activities of the network, on the basis of the programmatic guidelines dictated by the National Steering and Coordination Committee, which shall arrange the necessary cooperation for the pursuit of the purposes referred to in Article 1 of this Decree; if necessary, it promotes the constitution of territorial committees, defining their composition, tasks and activities.
