Mario Malandrone: “Concerned that Council has cut off the Department of Youth Policy”

We receive and publish a speech by Mario Malandrone, Director of Ambiente Asti, on the failure of the mandate to give youth policy to the Council.

As an operator, teacher and educator, I learned with concern about the degradation of the youth policy department.

There was a lot of talk about the young people, the young people talked about in this election campaign: those who got involved, those who may already be close to politics and in some cases the young people themselves were alarmed by news in different neighborhoods, others were quiet waiting for opportunities

In the center-right, even a list bears the name “The Young of Asti”. The news and the confirmations of many lists were represented by young people.

It was one of the themes of the election campaign. The young people from the different camps were the most active.

But if we were to have the data, would it be necessary to understand how many young people went to the polls? How many actively participate?

In the election campaign, perhaps more of these topics were discussed than the evergreen Southwest Ring Road.

A return to the problems of youth policy, which only pleases.

In addition to meeting rooms, music, the campaign was also marred by problems in various neighborhoods with inconveniences, opportunities, educational interventions.

It had been years since he had heard so much discussion on pedagogical and aggregative topics and often the voice of those who posed these topics was that of politically engaged young people.

Much less interesting for competitors and perhaps much more niche debate on education issues, without prejudice to the very heated debate at the university.

The subject of social cohesion, however, transcends social policy, education, inclusion and is one of the issues that should be a priority for Asti.

But when the Racero administration announced that the training would be launched for the next 5 years, for youth policy, perhaps for the first time in this city, there would be no councilor, but a councilor with delegation and therefore no portfolio and such there is no real understanding about youth policy (large and complex), whether there are resources or if we imagine that in each case individual councilors will be activated. The result is a team that plays on the field and “youth politics” that stays on the bench.

Something will probably fall under the social services, something will inevitably fall under sports (also in this case a delegation), something in culture and something else in the respect of the Ministry of Education.

I know someone will tell me that there is no department for the elderly, but in fact it is the social services that deal with third-sector initiatives.

But youth policy is not necessarily responsible for social services, they need their own planning, which is linked to prevention, aggregation, leisure, orientation, early school leaving, sports.

The school is not enough to make education policy and the sports clubs are not enough, they are essential, but it is the community that directs the youth policy, facilitates.

And it is inconceivable that youth policy can only be thought of as difficulties.

So will we leave youth policy to individuals, bars, places, companies, events? Or is there a vision, guided by the education policy towards the young people in the city, that connects all these realities, that connects them?

How long will important projects such as the civil service and youth information be carried out? Increasing the aggregation and existing aggregation centers, or responding to the need for places that can provide support?

The issues of aggregation but also of youth inconvenience are however a topic that is growing in the city.

How can politics be implemented for, with young people, if there is no reference in the Board of Trustees.

As an operator, I believe that prevention, aggregation are a priority aspect, in which resources are invested, with an approach based on youth policy, transversal, inclusive and not fragmented into problems.

The policy is made with the budget and the youth policy needs concrete projects, perhaps in relation to the other councilors concerned and with other local services (SERD, ASL, EDUCATION, TRAINING, CENTER D’EMLOI), but the reference should be the Commune are.

The “governance” as they say, even though I prefer the “government” of youth policy in Asti, the municipality must be at the center, it is true that the youth policy goes through different areas and departments, but it must have a staff , Operators, funds to be able to implement a program.

Putting youth policy on the bench with a reduction by proxy is like the big clubs that do not deal with crèche, and then discover that there are no players for the national team. Putting “youth policy” on the bench with a delegation does not mean dealing with aggregation, guidance, prevention, education policy (if not emergency) and not dealing with the “crèche” of present and future citizenship.
