Giuseppe Pierro, the regional director of Sicily wants more full-time in canteens: “So I will reduce the dispersion” – INTERVIEW

Doctor Pierro, how do you find yourself in Sicily? How did you greet yourself?

The position of director of the regional school office for Sicily is for me an important opportunity for professional and human growth, which I started with the desire to make myself available to the entire school community. The welcome in the heart of Sicily and Sicily are unique. I found excellent professionalism in all offices and I am sure that together we can guarantee the quality of services and the proximity of the Sicilian school system.

The complexity of the Sicilian school, which holds primacy in the list of early school exchanges, in the lack of adequate structures, of a limited service with extended time also due to the lack of canteen and catering services, presents many operational difficulties. Which priority path do they want to follow?

Full-time and canteen service, especially if guaranteed to students who come from economically and socially disadvantaged families, are among the most effective measures to combat explicit and implicit early school leaving. According to recent data, in some Sicilian provinces the percentage of students who benefit from the canteen service are below 10% and Sicily is in the second last place for the number of classes that benefit from the extended time.

And then?

One of the priorities is the extension of the full school period in the entire region. The expansion of the educational offer of the schools, also through the opening over the school time, will certainly be a decisive measure to combat the phenomenon of early leaving. In this perspective, the funds of the PNRR, currently more than 10 million euros, which are destined to the local authorities of Sicily for the renovation of school canteens or the construction of new ones, are certainly a unique opportunity.

Despite the many managers, winners of the competition, assigned off-site, there are many schools and secretarial offices in the regency. It is surely known to you that the institution of regency mortifies and slows down the educational and formative planning of the school community. How do you want to organize the staff of managers and DSGAs for the next year?

The schools entrusted to the direction of a regent school director are a direct consequence of the current dimension of the school network in Sicily. To this end, the Regional Scholastic Office will activate any form of collaboration with the regional administration useful to define the best dimension and organization of the school network in Sicily, also with the aim of reducing the number of schools without titular managers. However, I would like to clarify that our school directors, even in the offices entrusted to them in the regency, ensure the best functioning and quality of services in accordance with the expectations of users.

The rich planning of the Sicilian schools is known to her, having worked on the Student General Management and the many projects on legality shared. What suggestions do you intend to propose to schools to make the cross-cutting teaching of Civic Education effective?

The teaching of civic education, in the first and second cycle of education, introduced by law n. 92/2019, was activated from the school year 2020-2021. Sicilian educational institutions are already in their third year of teaching Civic Education, and have already gained experience and skills for planning courses, transversal to all other disciplines. The USR Sicily in recent years has supported school institutions in the design of civic education courses, also through agreements and memoranda of understanding with third sector associations, and by promoting the adhesion and participation of Sicilian schools in ministerial projects, including as ” Sapere Consumare”, promoted by the Ministry of Economic Development in collaboration with the Ministry of Education, to educate and raise awareness among young people and adults about sustainable and responsible consumption, and “School Regeneration”, the plan of the Ministry of Sustainable Development.

The best quality of the school feeds on training and professional updating. Which way does she want to go to make this “legal duty” effective, which affects all school staff?

The training and professional updating of all school staff is an indispensable element to ensure professional growth and to contribute to didactic innovation and the qualification of the system.

The interventions under the responsibility of the USR aim at enriching the cultural, scientific and methodological quality of the training activities, involving the managers and all school staff, carefully evaluating the training needs and the best and innovative experiences already in the area have been achieved, improve.

In his management experience, he coordinated many ministerial projects on sports, cinema, work culture, new technologies in education. Which of these projects do you think should be given priority?

There is no order of priority, all projects are important if functional for the growth of the school. As I have already said, it is my intention to promote project activities on training, health and prevention, sports, inclusion, innovation, legality, dispersion, internationalization, orientation, and synergy with the Sicilian region, local authorities and social partners, in full respect.
