Election agenda: Minghetti’s program on school, education and human capital presented

Kindergarten: the goal of clearing waiting lists, maintaining and rethinking the primacy of public management to achieve the result, including mixed public / private social solutions with Governance publicly, by supporting the network of public crèches, with the integration of staff until the capacity of the individual structures is reached; creation of a network of “family crèches” (Dgr 11 February 2005 – n ° 7/20588) and of an ad hoc commission on the quality of the project proposal, logistics and conditions of service; the activation of the Pedagogical Center for Children 0-6, which identifies structures and services integrated with the participation and co-planning of public-private social with public governance and activities for families. It is a new way of educating children, respecting family times, with the opening up of play areas for children and families. The playground is a service for families of children up to 3 years, who do not go to a crèche or a spring section. It is a center that supports and welcomes the family. A place for meeting, play and exchange between children, between adults and between children and adults with the presence of appropriately trained education staff.
For the mixed options, the pedagogical coordination of the municipality is provided, also for private playschools that are online and benefit from an economic contribution, proportional to the economic possibilities of the families (Isee model).

Kindergarten: public structures dependent on the Comprehensive Institutes of the Ministry of Education and for logistics of the municipality. The hypothesis of an extension of the coverage hours of public playschools, which currently have hours that do not meet the needs of the families, is being tested. Pre-school and after-school activities are encouraged thanks to agreements with third sector bodies, cooperatives and associations. Admission requirements are harmonized in agreement with the public schools.

The Pact for Schools and Families: We offer a channel of listening and open discussion both with the school administrators and with the presidents of the school council and families, for harmonization and conciliation also in view of the importance of logistics, transport, school meals (Commission canteen), of the schedule of the Luxembourg City. The parents’ associations of the schools will be given topics to share all the inherent initiatives concerning the school area. A special channel will be opened between the universities and the teachers of the city schools to give them a constant and better education and to enable the schools access to alternative forms of funding.

Como the first professional university in Italy – ITS: Creation of a center for vocational tertiary education of excellence in collaboration with the University of Insubria, Politecnico, Comonext, the vocational training centers and schools of Como as well as trade associations and companies wishing to invest in human capital.

Higher education and research: New opportunities are being activated to bring higher education projects and research centers to Como, which in the development pact will find the most fertile ground to be able to grow and represent a plus for the city. Following the example of what the Volta Foundation has already accomplished with the Lake Como School of Advanced Studies, Como must become an attractive place for students from all over the world and an opportunity for its young citizens.

Lifelong learning: Support for Popular University, implementation of a training system for adults (unemployed, employees and freelancers) to have a human capital that is always updated with respect to the challenges of the market.
