These were the points at the center of the international debate, organized by the Ministry of Education, entitled “Investing in an integrated early childhood education and care system: growing the next generation of EU”, which was held this afternoon in Bologna.
“Early childhood education is a strategic response to current and future social and economic challenges,” said Education Minister Patrizio Bianchi, who opened the conference with Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth.

The conference was introduced by the institutional greetings of the President of the Emilia-Romagna Region, Stefano Bonaccini, and the Mayor of Bologna, Matteo Lepore.
The event was also an opportunity to publicly share the national guidelines for child education services, which were drafted by the National Commission and adopted by ministerial decree following a public consultation and the opinion of the Supreme Council for Public Education. The Minister signed the act during the event in Bologna. This is the first national document for education services for children (playschools, micronids, spring sections, supplementary services, all to girls and boys up to three years) that were included until the issuance of Legislative Decree 65 of 2017. the competence of territorial and local authorities. Together with the pedagogical guidelines for the integrated Zerosei system, the guidelines form the reference framework for the system. These are the aims of the document: to share the richness of experiences, to encourage the further development of high quality pedagogical proposals for girls and boys up to 3 years, to draw a perspective on the future.
The main topics covered in the text are:
the history of educational services for children and the description of the current framework, with reference to the types presented by Legislative Decree 65 of 2017;
the child in the first thousand days of life, between rights guaranteed and potentials developed;
the pedagogical alliance with parents and participation;
the characteristics of pedagogical professionalism;
organizational aspects (space, time, pedagogical experiences);
Continuity in the integrated system Zerosei: Objectives and curriculum.
This document is disseminated among all the structures dealing with the 0-6 segment – and in particular for the education services of children and communities. It is also a reference point for the training action that the polo schools have to implement in collaboration with the regional school offices and for the integrated training that the same municipalities are already financing with the funding of the Zerosei system.
This is an expected document that translates into guidelines for interventions a new vision of educational services for the young, no longer and not only objects of care and assistance, but people with rights that must be respected, for full development and healthy growth to guarantee of the early years of life.
At international level, cooperation between the Member States of the European Union on this issue led to the drafting in 2014 of the European Quality Framework for Early Childhood Care and Education and in 2019 to the Council Recommendation on high quality early childhood education and care. The new strategic framework for European cooperation in education and training (2021-2030) also includes in its priority areas the full implementation of the quality framework for early childhood care and education.
Prior to the conference, Minister Bianchi and Commissioner Gabriel visited the 0-6 children’s center via the ‘Mattuiani, 1, which houses the crèche “Tovaglie” and the playschool “Padiglione”.
In addition, Minister Bianchi, Minister for Universities and Research Maria Cristina Messa and Commissioner Gabriel de Bologna visited the Technopole, which houses the Data Center of the European Center for Medium-Term Meteorological Forecasts (ECMWF), the first infrastructure installed in the Technopole .
