Entries in the normal role as 2022/23 are followed by an extraordinary phase of recruitment of the GPS first support bracket. Position and procedure: from permanent employment to confirmation in the role.


The MEF has authorized the quota for entry and the role of teachers of all levels of education as 2022/23, a quota corresponding to 94,130 places. Here is the subdivision by region

Recruitment 2022/23

Recruitment, as envisaged in the draft text of the operating instructions for the permanent appointment of teachers as 2022/23, will take place in the following order and in accordance with the procedures below:

  1. usual entries into the role
  2. Input and roll through Quick call
  3. astellen exceptional by GPS first band support

The Extraordinary Competition is added to the above procedures.

Exceptional procedure

Article 5-ter of Legislative Decree no. 228/2021, amended into Act no. 15/2022, referred to in the above-mentioned operating instructions, extended the extraordinary recruitment procedure of the first band GPS, which was already planned for the academic year 2021/22 by Article 59/4 of Legislative Decree no. 73/2021 (as amended by Law No. 106/2022), it is limited to support posts only.

The procedure, which involves all degrees of destruction (childhood, primary and secondary), begins with the temporary setting and ends with the entry into the role and relative affirmation.

Phases and Places


The so-called ordinary entries into the role take place by drawing 50% of GaE and 50% of competing GMs, followed by the so-called “Call Veloce”. This is followed by the extraordinary recruitment phase, after which (according to the above legislation):

  • the free and available support posts that remain in place from the ordinary entries will be allocated on request with a fixed contract (from 31/08) to the applicants included in the first bracket GPS support.

The contract of destination (as of 31.08.) Applies to the above-mentioned free and permanent vacancies for employment and the role, after completing the training and probationary period and the disciplinary examinations, with legal effect from 1 September 2022 or , if later, from the start date of the service.


As mentioned above, the recruitments of the GPS to the remaining positions of the ordinary entrants in the roll take place. In this respect, in the Operating instructions It should be noted that if the GMs supporting the Ordinary Preschool / Primary and Secondary 2020 competitions are not completed, the competent USR in the framework of the distribution in the provincial context will vacate the places provided for these competitions before the extraordinary Procedure and Fro. Therefore, the exceptional recruitment of support posts that will be free and available will take place at the end of the ordinary job placement operations, except those that are planned and destined for the ordinary 2020 competitions.


The permanent contract is offered exclusively in the province and for the types of posts for which the teacher is registered in the first bracket of the GPS support. Therefore, the subsequent intervention and role will take place in the same province as in the same school in which the service was fixed.

Application and task assignment

To participate in the Extraordinary Procedure, applicants included in the first bracket of GPS support must submit a specific application, through online agencies, for the province of inclusion in the said ranking. As for the submission date of the applications, they are communicated by the MI with a specific note.

As part of the computerized procedure for the distribution of time-limited appointments (as last year, first the appointments aimed at the role and then the substitutes) the defined post will be provided by the Ministry’s information system assigned.

Training period and disciplinary test

During the fixation work, during the academic year 2022/23, the aspirants play the annual course of initial training and process referred to in Article 13 of the Legislative Decree n. 59/2017.

After the probationary period, the applicants will go to the disciplinary evidence, which consists of an interview of the opportunity and focuses on the programs set out in point A.4 of Annex A to Ministerial Decree no. 325/2021 for playschools and primary schools and referred to in point A.2.1 of Annex A to Ministerial Decree no. 326/2021 for the Secondary. The test is taken by applicants who receive a judgment of suitability (conversely, it does not apply to those who receive a judgment of non-suitability).

The negative evaluation of the training and test route implies the repetition of the same, while the judgment of the non-property in the disciplinary test implies the publication of the procedure. In the latter case, the transformation of the contract for an indefinite period is excluded and the service provided is considered as a fixed-term task.

Recruitment in the role

The trainees who pass the training and probationary period in the disciplinary test are:

  • employed for an indefinite period, from 1 September 2022, or, if later, from the start date of the service;
  • confirmed in the role of the same educational institution where they served on a fixed basis.

Disciplinary Test Commissions

The commissions, in front of which the candidates take the disciplinary test, are chaired by a university professor or a technical manager or a school manager and consists of two teachers.
